Agency Todo = old VTS code, Q1 version now headed toward BMFiRevive.org

The older newhomepage needs study;  also go to homepage and  CMS homepage

12/10/05 - posted new versions of spacenet/register.jsp and registration.jsp w/o taglib refs
12/10/05 - adjusted local pageset/PageLayout so it worked; posted already does!? (why)
12/09/05 - paid expired domain registration at NSol'ns for $15 , just so it can be moved!!

Note of 12/26:  I noticed the site threw missing class exception on 003 login, and that
registration never returned a page body.  Restarting server fixed all this, but screwy.

Bug: compared to simpler ontology, description in 003 must become structure
